If you look at the context of what he said, and what he probably meant to say was against enemy troops - then yes he’s right. So was Spicer the other day.

Spicer never should have said what he did for lots of reasons. To be very technical, however, the Nazi's never weaponized Zyklon B for use against large area targets. Of course, they found an even nastier use for it.

The Allies were very concerned that the Germans would use chemical weapons and even had some secret stocks in Europe to retaliate if necessary. But for whatever reason, the Germans never used the stuff.
