At least this is an extension of an old optical illusion. Technically, here, it could be either.
Unlike the white and gold dress, where if anyone saw anything different, they were just trying to be a pain in the ass.

Yes....overhand/side profile of the tread on top of the riser is seen.
However, I have never seen those kinds of diagonal braces(?) at the ends. Seems to me like a worse trip hazard, particularly for going down the stairs.
