It has to be going up.
The photographer is standing at the top of the stairs and shooting down.
If the cat was going down, then the camera would have to be on the floor to get a shot at that angle.

The cat’s going up the steps. Look at how it’s holding its tail. Also, look at the bottom of the stairs (behind the cat). If that were the top, there should be some sort of door, and walls to keep people from falling into an open stairwell.

As for the tread-versus-riser business, it looks to me as if these steps are outside, between two buildings or retaining walls, and were built by installing just risers between the walls and then filling with gravel, which got packed down a little.
