After losing his $800 per month apartment in 2011, the 41-year-old now lives on the streets and sleeps in vacant lots not 80 miles from his millionaire showbiz family's home.

A stipend administered by an attorney with strings attached that cannot possibly be misused would not be a strain for these people to provide. You at least try to take care of your own, no matter how stupid or undeserving they may be, imho.
Is this the brother that wrote the book? I believe he designed her costumes, fitted them as well as designed for her cast members, traveled (economy) all over the world to help her and then got dumped.
You must not have family like others I have heard of.

There are some people who are simply so ignorant that they are incapable of not being in poverty, think very highly of their own judgments, and blame others for their own failings.

Taxpayers put out how much money for this kind of thing? Maybe if that money wasn’t eaten up by ‘overhead’ (friends, family of officials) some of it could reach the homeless.

He’s probably better off on the streets than having to take a room at Bab’s house.
He doesn’t look bad off, his clothes are clean, he is shaven and has a haircut, he spends money on quarts of Gatorade, he appears to get plenty of snacks and food items, probably bought from the quick stops which is all costly.
He appears to have a maintenance income of some amount, perhaps a few hundred dollars deposited regularly into his ATM account.
Yup. They are adults after all. And even if you wanted to force them, you couldn’t.
That is why substance abuse is such a bad thing. I replaces all else — relationships, family, new family/wife/husband children, career, etc.
And when they finally get it under control and are clean, life has left them behind...years before. People that they knew, family that they knew have all moved on. Precious years forever gone.
