I don’t know for sure about the President being able to do that, but I’m certain, a First Lady can.
There are files abut all of us, that we do not control, and while they may be about us, they do not belong to us.

Throughout his political career, Obama has opened LOTS of personal sealed records of his opponents.
That would be terrible if it actually happened but it is fake news.
In 2001 George W. Bush issued Executive Order #13233 which placed stricter limits on access to presidential papers. Apparently a lot of people, including historians and members of congress complained about this.
Obama's first executive order #13489, revoked Bush's order #13233 and basically returned to a rule on presidential papers established by the Reagan executive order #12667.

All of these executive orders apply only to papers generated during a presidential term and have nothing to do with the kind of records a president would have built up in his earlier life such as transcripts, passports, a birth certificate, etc.
I haven't read every word of these executive orders, but I'm guessing that there is nothing in any of them concerning felony charges.

The only way to get to Obama’s records, such as his Occidental College administrative records, is to bribe an Occidental staffer to make copies of them. They are private, personal records.
Of all of the sealed records, I believe the Occidental records contain the most damaging stuff.

After the inauguration of our new President, the other name should never be mentioned again. There will be plenty of time to know all the facts after we have passed from this life and get the full unadulterated story.

One of the first items on the Trump agenda must be the investigation and extermination of corruption in the Federal Government.
This must include the Clinton Foundation, Voter Fraud, and Obama's eligibility to serve as President.
Trump must appoint a special commission with subpoena powers to investigate all of this.
No one is above the law. The Constitution guarantees equal protection under the law.
If Obama's records prove that he was qualified for the Presidency--all well and good; the rumors to the contrary are silenced once and for all. On the other hand, if it should be proven that he was not eligible to serve, all actions of the Obama Administration are null and void. Of course a Constitutional crisis will occur--but it will have occurred whether he be eligible or not.
Trump has promised to clean up the corruption in the Federal Government. He must be held to his promises. There is no greater corruption than placing an ineligible man in the Presidency and covering it up.
He can, perhaps even legally.
