Some try to claim it refers only to the disciples. While certainly he is speaking to his disciples, obviously he is referring to their selection as FOLLOWERS of him, which necessitates that it involve their SOUL'S CONVERSION as well, their salvation in the spiritual sense, not just a literal selection to be disciples (especially when it refers to being ordained to bring forth fruit, which only can come after being saved). Thus, I think it is abundantly clear it applies to us as well, as we are his disciples and saved ones and Scripture is written for us, not the early disciples. The Ephesians verse (I think that is it) which talks of being predestined to conform to the image of Him and do good works is a nice parallel I think that gives support to the idea that the verse has to involve us as well.
