All have sinned is written to the person who can read it or hear it, and if you can do neither, your not part of the equation. I think Dave meant substitute "have sinned" for "has sinned" in your formulation above. Thus, "All who can sin, have sinned".

Romans 5:13 (For until the law sin was in the world: but sin is not imputed when there is no law.
Does a baby know and understand the law?
Then it can not sin, because with out the knowledge of what sin is, its not imputed as sin.
