Actually, Spain expelled the Jews in 1492, and then began its rise to prominence.
Although its armada was defeated in 1588, the Spanish Empire didn’t begin its collapse until Napoleon invaded Spain, leading to the loss of most of its colonies.

Spain was eclipsed by England after all Jews were expelled. That isn't borne out by historical facts:
- March 31, 1492 - Jews were expelled from the new created united crown of Spain
- February 1763: the new United Kingdom of Great Britain and Ireland (well, relatively "new" - the UK was created in 1707) defeated Spain
- circa 1821 - Spain loses its colonies in the Americas and the UK defeats the Sikh Empire to inaugurate the British Raj in India. Only from this point on does the UK dominate Spain
Spain was far more powerful than England from 1491 when Spain was formed, right until the Napoleonic wars, though it (Spain) declined from the mid 1700s while the UK was on the ascent
This has no correlation to the presence or absence of Jews.
