Well, this certainly is an example of a scapular that does not follow all the rules your unnamed source earlier ascribed to the other scapulars. The Green Scapular in fact is a form of prayer for the conversion of that person. Or, if placed in a location in need of prayer (e.g. an abortion mill) for Divine Intervention for God's Will to be done regarding it.
If its use is not efficacious, there is no need to be scandalized by it. The photo you included has not only a Green Scapular, but also the St. Benedict Medal, which is not the same thing.
