As a world power, Rome came after Greece. We are talking world powers. Babylon, Medo-Persia, Greece, Rome. Then, after Rome fell apart, it was divided into 10 divisions. That is historical fact.

First of all, the bible did not say it.
Secondly, your interpretation ignores very salient aspects of the prophecy such as the beast coming out of 10 nations, not 10 nations coming out of the beast.
Bible interpretation requires one to stick with what the bible actually says as the starting point, and then postulate further. Postulating first and then imposing that viewpoint blithely onto what the bible actually says is invalid.

The little horn comes out of the 4th beast. It comes up AMONG the 10 horns, THAT ALSO COME OUT OF THE 4TH BEAST. Nowhere does it say that any BEAST comes out of 10 nations. NOT THERE. Sounds like you are the one "blithely postulating and imposing"
If you had said the little horn comes out of one of the 10 nations, YOU WOULD STILL BE WRONG. The little horn comes out of the 4th beast, WHICH IS ROME. THE LITTLE HORN IS ROMAN.
So, use your brain and figure out what power came out of Pagan Rome and is still here today, and was responsible for torturing and murdering millions upon millions of Protestants, AND FITS ALL THE OTHER BIBLICAL CRITERIA FOR THE LITTLE HORN POWER....Fits every single one. Any guesses?

It will suffer a deadly wound that will end 1260 years of dominance and persecution
It will be revived after the deadly wound, and all the world would wonder at its revival

If the little horn came from Rome then the prophecy says that Jesus would have come and gone since then.

There are only 4 beasts. The last beast is ROME. The little horn comes up among the other 10 horns and causes 3 of them to go by-by. The little horn then rules until the Ancient of Days comes (Christ’s second coming). THE LITTLE HORN (little kingdom) COMES OUT OF ROME.

Fascinating that the Geneva Bible folks pegged Rome and the Papacy/Pope Antichrist, never knowing the Pope(Antichrist) would eventually have their own namesake calendar.
And a scripture can actually expose it, as changing times and law.
But the Roman Julian does it too.

You cannot change prophecy. If the other 10 horns are literal kingdoms (subdivisions of political powers/system), so is the little horn. IT IS NOT A SINGLE MAN. But, it certainly is represented by one (and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.)
It receives power to persecute for 1260 days (prophetic years). And, IT EXISTS UNTIL THE SECOND COMING OF CHRIST. That’s what Daniel 7:20-21 clearly reveals.
The Little Horn of Daniel 7 is the SAME AS the first beast (from the sea) in Revelation 13. They are the same and they come from ROME. (The first beast of Revelation 13 is a composite of Daniel’s beasts, which are kingdoms, and wear crowns, that demands and receives worship).

Horns, like heads, symbolize kings or kingdoms (7:24; cf. Psalm 132:17, Zechariah 1:18). They
give power to the beast they are on (Deuteronomy 33:17, I Kings 22:11, Psalm 75:11), just as
a “horn” can represent God’s power to save His people (Psalm 18:3, 132:17; Luke 1:69). Here,
they represent the same as the “ten toes” of the Daniel 2 image. There, they are of iron and
clay. Here, a distinction from the ruling empire is not made. That means that these ten horns
give the fourth beast power, which surpasses all the others.
