The beast comes from the ‘sea of peoples’ and it says right in the prophecy that 10 horns represent 10 kingdoms.

There are only 4 beasts. The last beast is ROME. The little horn comes up among the other 10 horns and causes 3 of them to go by-by. The little horn then rules until the Ancient of Days comes (Christ’s second coming). THE LITTLE HORN (little kingdom) COMES OUT OF ROME.
Yes, the other 10-3=7 horns/kingdoms ALSO come out of Rome, but it is the little horn that is “diverse” ...even of that horn that had eyes, and a mouth that spake very great things, whose look was more stout than his fellows.
