One of those women is clearly a Muslim woman wearing a hijab.
My wife and I visit a Russian Orthodox Church a few times to worship with friends and my wife wears a scarf over head out of respect for their traditions.
Was interesting to watch the recent May Day parade at the Kremlin. The Defense Minister, a General, entered the Kremlin Square standing in large convertible under an Arch with the Holy Family engraved atop. With all eyes on him as it was the start of the review of troops, he made the Sign of the Cross as he passed under this Arch. If that happened in the West, the General would have been arrested and sent to the brig awaiting court martial.
There are a lot of different styles of head coverings, common to Orthodox Jews, Orthodox Christians, and Muslimas who wear hijabs. Especially in regions which have Orthodox Christians and Muslims are living in close proximity, the head covering styles tend to be indistinguishable.

I toured NYC circa 1968 and had to pack a black hairnet to wear to the Catholic church the tour group planned to visit.
I love the gradual return of the mantilla. I get soecial delight when mothers come to a weekday Mass in jeans and a shirt ... and a veil.
And hats are coming back, too.
