Sadly, this is all too common these days. But I’ve been told on FR that once someone’s a Catholic, they are always Catholic. Ergo, they are Catholics.

You have a point. That's true in a sense. Baptism cannot be revoked. Therefore they are apostate, heretical, schismatic Catholics.
They are not, however, in ecclesiastical communion. In secular vocabulary, they are not "Catholics in good standing" and cannot licitly call themselves a Catholic Church. Wish we have that word trademark-protected!
