He is not talking about appointed times in that passage, but about works, about those who defiled their garments and those who did not. Compare the defilement with the earlier instance mentioned in the letter to the Corinthians from the Apostle to the Gentiles.

According to the grace of God which is given unto me, as a wise masterbuilder, I have laid the foundation, and another buildeth thereon. But let every man take heed how he buildeth thereupon. For other foundation can no man lay than that is laid, which is Jesus Christ. Now if any man build upon this foundation gold, silver, precious stones, wood, hay, stubble; Every man's work shall be made manifest: for the day shall declare it, because it shall be revealed by fire; and the fire shall try every man's work of what sort it is. Flee fornication. Every sin that a man doeth is without the body; but he that committeth fornication sinneth against his own body. Nonsense!

The times are the only thing we are commanded to watch for, starting in Deuteronomy, where we are commanded to “guard the Aviv.”

Our “garment” is the righteousness of Yehova through the loving and earnest keeping of the Torah he has written on our hearts.
