Context; Heaven is not a democracy, nor a republic. I already posted the scripture that shows Moses' prophecy and that the Prophet to come would speak God's words, so yes, He can legislate from the bench.
It’s your analogy. If it doesn’t work, it doesn’t work. Jesus didn’t come to alter the law from the bench, but to fulfill it. Moses’ prophecy doesn’t say anything about the coming prophet improving the law.

Matthew 5:17-18 "Do not think that I have come to abolish the Law or the Prophets; I have not come to abolish them but to fulfill them. For truly, I say to you, until heaven and earth pass away, not an iota, not a dot, will pass from the Law until all is accomplished."
Christ did not change the Law either. There is no law that can give eternal life.
Galatians 3:21 Is the law then contrary to the promises of God? Certainly not! For if a law had been given that could give life, then righteousness would indeed be by the law.
