Benedict has criticism, which he has voiced to Francis, but only when he is asked for his opinion.

Benedict reportedly planned to become Cardinal Ratzinger once again. One or two Popes had done the same thing when they resigned.

The only other times in history when there have been “two Popes,” the reason was that there was a schism. Thus, Benedict is not going to do or say anything that would even suggest that he is speaking with the authority of a “Pope.”

I think it was a grave mistake for Benedict to remain “Pope” at all—even as “Pope Emeritus.”

No one said he had to say anything as "with the authority of the pope". He should be saying something however if he truly believes that Francis is wrong and causing havoc. But then again, there aren't any Catholic bishops willing to do this. This leads me to believe that no one really thinks so.
