That's true, in the sense that black felons who victimize black victims are not kept off the streets, but get probation, parole, community corrections, suspended sentences, plea bargains, early releases, etc. so they can go out and victimize their black neighbors again.
You see these felons on the street with repeat, violent arrest records as long as your arm, and you think, "the System is sure as he!! not serious about protecting the lives and property of the Black community."
