Of course. It is folly to expect otherwise. Years ago the ELCA Lutheran Church set juvenile but definite quotas for "minority" membership growth. Maybe twenty years ago or more. The church today is more totally white Anglo now than it was then. Even if you give credit for good intentions in adopting this mission, it is clear that nobody knows how to engineer a multiculti organization in the general case.
Universities have been trying for decades now, and all they have to show for it are "Black" dorms and "Black" tables in dining halls. Those darn minorities just stubbornly refuse to be pawns for white liberals' self-serving schemes.
