The key 2 words here is " willing " and " should ".
Should is not a definite word like " must " .
God's heart of hearts is that none should perish but never the less some will perish.
How do you explain the rich man in the story of Lazarus and the rich man ? he perished.
Perhaps Peter is talking about all those whom God has elected should come to repentance and that God is willing that none of his elected ones would perish.
