Since when does not pinging someone to a comment require notification to a Moderator?

Since when does not pinging someone to a comment require notification to a Moderator? It doesn't. It's just typically an observed courtesy. I really didn't think about it for one, and the reply wasn't directed at the individual referred to with a seeming nickname. I saw it as an effort to pound the table out of disagreement with my reply, nothing more.
