No, it's saying two things: the first is the development of the canon of Scripture (how we got the bible), and the second is that biblical teaching has evolved in the Church. Evolved means that there have been changes over time in biblical teaching, which would imply that what was originally taught by St. Peter, Paul, etc. is different than what is taught today. Since we teach what we believe and confess, it further implies that we believe different things.

I find the words in the title, “truth handling,” to be rather interestingly phrased as well.

It’s still all referring to the Bible and bliblical teaching. Nothing about doctrine or dogma.
