It does not mean the Father is the Son, but that the Son, who is “the brightness of his glory, and the express image of his person”, (Heb. 1:3) is identified as God, as is the Father, and the Spirit, thus “Let US made man in OUR image”,(before the royal “we” was known to be used, as far as we known) and so
