The text of the scripture you are quoting that I quoted infers that God does not grant repentance.

That's preposterous. It says He "may perhaps grant them repentance" and from that you infer the opposite?

So, yes, my statement that God MUST grant repentance is entirely consisted with this scripture.

Categorically false, and nonsensically at that: He does not therefore He must.

I believe you at one time asked me if I ever took a course in logic. I guess I should ask the same question.

Are you saying that the term "God may perhaps grant them repentance leading to a knowledge of the truth," means that everyone can repent if they want to? Wow, that's reading a bit more into the text, don't you think? Please tell me what you think it means?
