Hmmm. I dunno if I'd go -that- far. God appears to have done an awful lot of things around the universe without humans praying for them -- we're only beginning to discover the wonders that are out there, and most of them were unknown to humans prior to, say, the Hubble Telescope.

As to whether God requires prayers from humans before doing anything -for- humans, I dunno, but you could be right.
