Laid their hands upon, yes, but Jesus *breathed* on the Apostles. Jesus performed an Act of God!

yes that is the difference Christ performed an act of God, and the apostles are not God so they cannot do that, what they can do is lay their hands on successors and ask the Holy Spirit (GOD!) to do what Christ promised it would do.
