That is the point of free will (ruach) - which can only exist by His permissive will. A man's willful choice to deny God does not diminish God's will or His power, but it destroys the man. That is justice.

Dr Walter Martin used to assert that questions like:
COULD GOD CREATE SUCH A BIG ROCK HE COULDN'T MOVE IT
were NONSENSE questions.
A lot of the Calvinist perspective questions strike me that way.
