Matthew 11:28 Come unto me, all ye that labour and are heavy laden, and I will give you rest.

It means "all (those who will by my previous decision repent) ye that labor..."

And I suppose:

1 Peter 5:7 "...casting all your anxiety on Him, because He cares for you."

is a call to everyone as well.
