A Christian teachers group is decrying a sex education bill signed into law recently by California's Governor Gray Davis.
California Senate Bill 71 establishes a new system of "comprehensive sexual health education" for the state's public school children in kindergarten through the 12th grade. Comprehensive sex education is a program of instruction that generally advocates contraceptive use and affirms various kinds of sexual behavior, including homosexuality and cohabitation, while also affirming abstinence.
According to the Pasadena-based Christian Educators Association International, under this law California sexual education curriculum promotes homosexuality and trans-sexuality as traditional lifestyles, while new public school policies undercut parental consent.
CEAI's executive director emeritus, Forrest Turpen, says the new legislation takes away much of parents' ability to control what their children are exposed to in school. He is also concerned that the law now allows for students to be subjected to intrusive sex surveys without their parent's approval.
"We have worked very hard in the State of California to try to give some semblance of order and responsibility back to the parents in the sexual education issues," Turpen says, "and this bill undermines everything that has happened to solidify parents rights, and really, students rights."
Although the CEAI's director emeritus believes a conscientious instructor of children will have the point of view that parents need to be supported, and says "most teachers will do the right thing," he feels the terms of the new sex-ed bill force educators into a precarious position. Nevertheless, he encourages them to take steps to limit the dangerous effects of the bill.
"I think teachers have to be very careful how they deal with these issues. They need to be supportive of parents and of parents' rights to not be undermined in terms of the values that they want taught [to] their children," he says.
Although Governor Gray Davis labeled the bill as an issue of "women's health and reproductive rights," Turpen says the new law actually encourages the sexual activity of minors.
