You make great points.
I went to the no on 53 website. Their position is that there will be less money for education (which already gets 40% of the state budget by mandate) and healthcare.
I tend to agree with you. Oh well.
Either way, I think this proposition will pass. When voters see propositions that require spending, they usually vote for it.

Yep, Page 1, just like if you have a stack of punch cards, then you turn the page to vote for the candidates.

The law says "majority of voters." What you are saying is that a person who punches neither "yes" nor "no" is not a voter for the purpose of deciding the recall question. I'm fine with that (prefer it in fact), but other than your comment, haven't seen a definitive statement as to how this question on the ballot will be counted.
The law says "majority of voters," and a person can, with a straight face, say the 101,000 people who punched neither "yes" nor "no" is a voter.

I just saw Aslee Banfield, or whatever her name is, interviewing Bustamente. She all but insisted that the absentee ballots be challenged because those folks voted before the LA Times dropped its stink bomb.

I am trying to understand this correctly. Assume there are 100 voters who vote on Question 2. However, 49 vote for the recall, 48 vote no, and 3 don't vote at all.
In this scenario, a majority of people who voted on the question voted for the recall, but a majority of people who voted didn't. Does the recall pass or not?

Their ads also cite Bustamente as a supporter of 53, that was all I needed to vote NO
At the big recall debate in Sacramento, both Schwarzenegger and McClintock also were in favor of #53. An interesting stat that came out during the debate... under Pat Brown and Ronald Reagan, infrastructure spending was at 20% of budget. Now it's 1% or less. #53 puts it at 3%. Infrastructure is one of the legitimate functions of state government, but the politicians play games by starving the legitimate functions in favor of social services. Why do you think we're always voting on bonds for police, fire, schools, and roads? Because bonds for social handouts would always fail.

I was at Starbucks this morning, and all of the baristas had voted...a couple voted for some of the lesser known candidates, but YES on recall.

That the gist of my question. How are non-votes to the Yes/No question handled. Is the contest just between Yes chads and No chads, or is the contest between Yes chads and every other ballot?
