I am trying to understand this correctly. Assume there are 100 voters who vote on Question 2. However, 49 vote for the recall, 48 vote no, and 3 don't vote at all.
In this scenario, a majority of people who voted on the question voted for the recall, but a majority of people who voted didn't. Does the recall pass or not?

In your scenario, I believe it does. For the recall to pass, it needs 50%+1 of those who cast a ballot on the question

This is how I like to think of it:
Q1: Do you want to keep Davis or would you rather have ANYBODY ELSE?
Q2: If ANYBODY ELSE wins, who would you like that to be?
You get to vote on Q2, even if you vote to keep Davis.
