Jim, I have you narrowed down now. You are either an academic psychologist or academically employed social worker. What faculty are you affiliated with? University of Delaware maybe?

It's an industrial compressed gas bottle holder, intended for securing gas bottles.

I saw that posted above - have you seen this?

But focus on the device! Those suffering from the situations described by Jim do not have the resources of intellect or capital to devote to such a task. Those folk just get a gun and go check out their last happy meal at McDonalds in a hail of gunfire. When suffering from those problems, one cannot sustain the motivation under such pressures. It's all you can do to go to the bathroom.

Well thought, effectively refuting _BATF's only reasonable statement.

So that is "THE" collar?

It doesn't look like it's been thru an explosion.

Looks like it was designed to only take out the person wearing it.

If you can positively ID the type of hardware the collar was constructed from you may consider providing the authorities with your tip. It may give them a lead. This is why they released the photos.

It's also a clamp used in stainless pipe in the food processing industry. It's also a toilet holding tank clamp used in aircraft holding tanks of the "Blue Swill". It's also a Triclover fitting used all over the country.

Hopefully just before his decapitation he took the time to file a patent based on his application......

Yes, I did. I imagine such devices aren't easy to acquire. Therefore, the authorities should be able to show if he did in fact acquire it.

If not, the man was a victim of crime and/or terror.

None of the pictures I've seen show a drop of blood.

See the zoomable picture above. The blood is clearly visable. This is a cleaned-up photo.

A bomb placed at the back of your neck could provide enough concussion to kill (remove the head, bash the brain, or possibly snap the neck). It looks like some of the metal around the bomb shelf was bent back into position after the explosion.
