I've seen those cylinders, but never that clamp. This looks to be relatively specialized equipment.

However -- I am a fair man -- I do think it might be possible to quietly acquire one of these from a junkyard. So an untracable acquisition could occur.

I am undecided. You seem to be decided. I certainly am not at all influenced by your rush to judgement. I'll let the authorities work.
