The author is a former member of the legislature, and now the head of the Pacific Legal Foundation. Pacific is one of a small group of legal charities across the country that regularly fight to enforce the Constitution as written. Those two facts give him the clout to get this published.
And, note that this is edited down from a longer piece that was published in a political science journal. That's why it is so tight, factual, and good. This is a fine article. But do not conclude from its publication that the Chronicle leopard has changed its spots. The paper and its various employees will be back at the same old, non-factual liberal stand in other articles today, tomorrow, and all the days after that.

Number 78 is instructive as it documents the foresight and political leadership evidenced by California voters through their referendum process. Each of these referendum approved by the voters went on to become national poitical issues.
The only one that was not put into effect was Proposition 187. Post #102 provides an enlightening account of what happened.
California is in serious political trouble because of unstoppable illegal immigration, aidied by judicial tyranny.
The rest of the country is facing the same threat.
