Thursday is the deadline for Americans to tell the Treasury Department in no uncertain terms they want to stop acceptance of the Matricula Consular - the Mexican consular ID card. Currently, the department has written bad regulations that allow banks to treat the unverifiable card as a secure identity document, opening the door to money-laundering, identity theft, and terrorists...

"The only foreign-issued identification permissable in Law should be a foreign-issued passport displaying the appropriate United States of America issued Visa and the required United States of America Port of Entry stamps and endorsements etceteras that prove the legality of the applicant's entry and stay within the United States of America's Sovereign Borders."

I don't know why this isn't considered a violation the the Constitution Article I Section 10 Clause 1:
No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
or Article I Section 10 Clause 3:
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
I would think that California's arrangement with Mexico to accept their Matricula Consular is a treaty, agreement or compact with a foreign nation.
