I heard a lot of people say that because of Y2K Clinton would declare an emergency and cancel the elections.
When Y2K didn't cause any problems, these people kept saying Clinton would find a reason to cancel the election, so there are loonies on both sides.

Yes, Rall is a cartoonist. His work there, like this article, is right out of the left side of the political sewer. The bigotry in his cartoons has also been previously discussed on FreeRepublic.
