For the states to effectively monitor the situation, heighten security, they need funds. If they do not have the funds to pay for the extra security, it doesn't matter if the country goes to code red, because the stats are unable to respond.

Not only never forget but the intelligence agencies can't win. If they don't warn us, Congress and everyone else wants investigations. If they do warn us each time they see the danger increasing, people yawn and ignore it.
