For the states to effectively monitor the situation, heighten security, they need funds. If they do not have the funds to pay for the extra security, it doesn't matter if the country goes to code red, because the stats are unable to respond.

The states have funds, so deploying funds is a matter of priorities, political judgements.
What many in local governments are doing these days is basically claiming they cannot do "Homeland Security" activities, unless given MORE funds.
Regardless of where funds come from, such security SHOULD be raised to a high priority. Maybe for starters, states and local governments can cut out non-essentials.
Recently the Los Angeles Mayor asked the Council for 350 more cops, but was turned down. The largely socialist Council wants to keep spending on non-essentials, but won't spend for ESSENTIAL security activities.
To his credit, the Mayor pledged to keep pushing, whatever that means.

Seems to me that we are wasting most of our law enforcment dollar on the un-winable war on drugs.
Don't get me wrong... I'm against drugs for my self, my wife, my kids and my grandkids. However I don't need the government to be involved to assure my success. Government spending on this is just a waste of resources that could be better spent on the war on terror.

The Fed will already be transfering, what was it, 20 billion to the states. What more do you consider reasonable?
As for me I prefer offense to defense. We could spend 20 trillion on homeland security and the jihadis would still be able to find sufficiently soft and tempting targets. Better we expend the bulk of resources on counter intelligence and offensive operations: infiltrating and rounding up cells over here, and putting bullets in skulls over there.
