I believe the answer is yes on both counts.

Actually the terms regarding mental problems refer to involuntary commitment here in CT as to the drug question they lie.

I think that much of his drug history is public record, and he may have been ordered to accept in-patient drug treatment in court, but perhaps I am mixing his record with another hollywood lowlife.

Thanks for the info. I was just joking about Penn's car problems; I know nothing about collectible cars, but I figured it was something like that. I wouldn't be foolish enough to assume that Hollywood actually paid him what he was worth for movies like "I Am Sam" or "Shanghai Surprise," in which case he wouldn't be able to afford any better than an '87 Buick Century.
