Of the likely culprits, I'd say Russia sold the Iraqis the tech and or the weapons grade plutonium. Put together the story of the Russian diplomatic convoy leaving Baghdad the other day in a big hurry with "confidential" documents as reported by a Russian newspaper.
Too bad the attack didn't stop it so the coalition could get the documents.

My limited understanding is that we have the cababilities to determine the source(s) of this type of material thru analysis - e.g. Chinese, Russian, etc.

There's not a doubt in my mind that they could have if they'd wanted to.
The Iraqi nuclear program at the time of Gulf War I was world class.
World Class.
We're not talking about a bunch of former grad students puttering around some underfunded lab. We're talking about top-flight scientists who know exactly what they're doing, and who have an effectively unlimited budget. Plutonium is not a surprise.
The last Gulf War probably set them back 5 or 10 years, that's all.
