Except that Theoden in this case is the USA, not Saddam. Saddam would fit better into the role of Saruman. Stand by for the Ents to go strolling by on the BagCam. :-) Look to the east, on the morning of the fifth day. I have a feeling that the 4th Infantry and Eomer have something in common, here... just a hunch.
I can like the analogy of Saddam being Saruman... A power of evil who nevertheless is a mere henchman for some greater evil, as yet without a form we can see, though we feel it when it is near.
I am not fully on board with America being Rohan, because I see us as strong, not suffering to rise out of a long slow decay, but perhaps it will work, with the exaggeration known to happen in allegory.
The only place that allegory falls apart is Saruman's overwhelming force against a weaker Rohan. The overwhelming force is clearly ours, though we share none of the goals. We are the battle of Helm's Deep as it should have been perhaps... Taking out the evil before it can become strong.

WASHINGTON (AP) - Undeterred by a defeat in committee, a Republican congressman is pushing ahead with a plan intended to prevent French and German companies from getting U.S. contracts to rebuild Iraq. The proposal failed in a 35-27 vote in the House Appropriations Committee on Tuesday, but Rep. George Nethercutt, R-Wash., prevailed in the full House.
Nethercutt offered an amendment, to an emergency war-spending bill, that would bar any rebuilding funds from going to businesses based in a country that "publicly expressed" opposition to the war. His amendment was approved on a voice vote before the House adopted the overall bill Thursday night.
To give the president some flexibility, Nethercutt's measure says contracts should be awarded "where possible" to companies from nations that have aided the United States in Iraq. The president could waive the ban if it hurts American jobs.
"The coalition of the unwilling should not participate in reconstruction with U.S. tax dollars," Nethercutt said.
