I'll tell you what though, I'd support anyone who shielded him from prosecution in the International Criminal Court, only because the rest of us would certainly lose sovereignty in that mess. If you check out the fine print on the UN Charter you should see that no citizen of a permanent member of the Security Council can be a Secretary General.

First, the U.S. drops out of the UN. Then, they witdraw all financial support from it. At that time, the UN is forced to leave the U.S. or shut down entirely, either one of which is a winner. Bill can be Sec/Gen in whatever country might be willing to have the UN, but it won't be the U.S. (maybe Switzerland, or one of those other socialist, anti-U.S., European countries). However, my guess is that the UN will die a well-deserved death without a New York home and U.S. financial support.
