When a disruptor buys a piece of residential property for the purpose of causing trouble in that neighborhood, I agree with whatever legal tactics the local homeowners have at their disposal to protect their property values from declining as a result of the disruptor's actions.

If you want to buy a residential house on my street to live in it, that is fine. If, on the other hand, you want to buy a residential house on my street so you can open up a communal gathering place for a bunch of unbathed, loud, obnoxious protestors who simply want to cause disturbances (that they will claim is simply their freedom of expression) while they crap and urinate on my front lawn, then in that case you and I will have some problems.

Sounds to me like he is planning to use a property zoned as residential for commercial/political purposes.

(last I checked, Texas doesn't do zoning... other forms of legal community control are used. I'm sure they will be in this case as well.)

Zoning Laws are one of the most evil intrusions onto the concept of private property ever developed.

Most Texas cities have zoning ordinances. My father-in-law wrote most of the zoning code for two or three different cities in Texas (each with a population of 25K to 125K), so I know that any Texas town can handle this through zoning. Some neighborhoods also have homeowners' associations that promulgate additional restrictions beyond the local zoning ordinances.

At any rate, the purchase of property by this clown does not give him carte blanche to simply trash the local neighborhood by using the property any way he wishes to do so. The existing homeowners also have rights, as he is likely soon to discover.
