I see no reason why he shouldn't keep his property...seems to me that his building ponds for catfish and other species is a great idea, will help Florida tourism and is perfectly harmonious with current state environmental policy. Heck, even greenies said they'd support it.
If all else fails, the state should give him a life-lease, rather than using eminent domain to force him from his home.
