I don't understand this. if someone in afghanistan wants to surrender we could take them and we aren't at war with them.

I don't understand it either .... it seems that we should be able to take them in as a humanitarian gesture if not as POWs. It may be that there is suspicion that they are booby-trapped, as someone suggested.
