Powell says Iraq's small steps are certainly not initiatives. Shouldn't be called initiatives. only grudging cooperation under threat of force.
Powell says pleased some al-Samoud missiles have been broken up---also using "toothpick" term! LOL---says infrastructure to make more missiles exists and hasn't been destroyed in Iraq

Thank you. Powell happy to hear there has been some positive movement in Iraq but it's too passive. He still hears a catalog of non-cooperation. If they wanted to disarm, that would be clearly evident rather than have us look under every rock. We're told actions do not constitute immediate cooperation but that is EXACTLY what is required under 1441. We have evidence that the infrastructure to make more missiles is evident and has not been destroyed.

Powell....we have to be very cautious....keep the books open...disputes about some specific items....aluminum tubes, but we also know that there is new info available thru iaea about a European country where Iraq was found shopping for those tubes.....at tolerances higher than those that would be justified.....we will keep this issue open...
