I have to agree with others. Something is "off" with him. Maybe they have strong knowledge that something fairly big, terrorist related will occur when the war starts. But, they don't know exactly where or how.
It would certainly make you leery of proceeding, even though you knew you had to.
It just seems like something heavier than this press conference or potential war is on his mind. Like his full attention is not on this press conference. jmo

He looked very upset up until he evaded the question of whether Saddam would be removed or killed, at which point he gave a tiny smile and said "there will be a regime change." War is within a few days.

Terry Moran reminds me of the smart aleck kid who thinks he's the hot shot in the class. He stands up and asks "what went wrong?"
Bush reminded him gently, like the child he is, that his oath isn't to the peoples and governments of Europe--but to the Constitution.
