This underlying theme of "unilateral action" is spurious; a straw man.

If I see a man raping a woman in an alleyway, am I supposed to wait until someone else comes along to join me in stopping it?

Maybe we should pass a law taxing all money orders and western union money transfers to mexico. Maybe then they would fear us.

They don't fear us because we think they are insignificant. Mexico isn't a superpower or leader of anything.
