Bush was trying to be inclusive and progressive and anti-racist and whatnot, by meeting with Muslim rights organizations... of course, it turns out most of them are front groups for terrorists. Bush knows this picture exists, it has to be embarrassing to him now. By arresting al-Arian, Bush has exposed himself to some ridicule. So he must have had a good reason to do it.
