"Love and forgive our enemies? Not unless and until our enemies repent is forgiveness required by us. Please help me understand where you get this idea? A fellow who said, "Vengence is mine, I will repay." and "Love your enemies." God showed His love, "in that while we were sinners, Christ died for us." and He commands us to love all our neighbors as ourselves. We have no right to withold forgiveness any more than repentence is repentence to us. (And of course that is not to confuse forgiveness with earthly clemency.)

I was going to say the same thing. Repetance must precede forgiveness.
