When the Dems are speaking, they digress into all manner of other areas where they can take potshots at the President and/or his other nominees or platforms. The Pubbies bring the focus back to Estrada when they get the floor.

I doubt very much if the system allows him to forego his salary. He could however give it all to charity but doubt that he did that, either.
